Link didn't work for me either, but wget (a program that can be run on the command line to download a file from a URI) downloaded it fine. Not sure what the difference is.

My Spanish is not good enough to make much sense of it.

No problems following the link.

As I'm trying to learn Spanish for 4 years now, I mostly followed the link to learn how hard it was to understand. It was not that hard. English is easier, but that is understandable. Were it in German, or French, it would have been harder to read, I think

I don't know if the fault is with my Spanish or if they use the terms "richness", "abundance" and "impact" in other ways than I'm used to, but I can't make sense of this article.
