There are two very similar fish in your area that this could represent. Rineloricaria caracensis can be found throughout the Rio Tuy and Rio Guapo drainages. R. eigenmanni is very common south of the Serrania del Interior all the way south through the llanos of Colombia (Arauca, Meta, etc). I have collected both but never had both spp on hand at one time to be able to photo them together and look for visual external differences. If the fish came from a pet shop it is certainly R. eigenmanni.
Hemiloricaria is not being used much and the fish that were assigned to this genus are now back in Rineloricaria. Loricaria are easily distinguished by their "feathered" mouths. Like this
You can collect the second spp in leaf litter in the Rio Guarico just outside San Juan de los Moros. They do get big though.
