I think Grokefish and Tom Jones is tryingh to say "Welsh" or "from Wales", which also isn't that far from Devon. I could be wrong.
It doesn't actually give me any clues as to the actual species, but maybe my ideas will trigger someone else's imagination.

Welsh could be Wels as in European wels (Silurus). the Silurii were a Celtic people related to the Gauls, but they lived in old England, not i n Gaulle.
however, all of this isn't going anywhere near a river in Ho Chi Minh city
